That's the paradox of their writing team though - they could go in so many different directions with all the options they have on the table, yet it's treated as a huge problem.
They have a champion, a kayfabe contender, a fan favourite 'contender' and a guy with a surprise guaranteed title shot. In storytelling terms - that's an embarassment of riches.
I mean look at NXT - they have coherent logical booking from what I've seen and they operate pretty much independently from the main roster.

Um..Bryan being in the Rumble and coming up short? Still would of came off like a corporate out of touch moment considering the pop he got when he said he was entering the Rumble. It was stupid. They thought they were smarter than the audience again and it led to allof this crazy shyt where Seth is coming out looking the best. Let's not be insane..the logical program going into the Rumble was Bryan winning and facing the dominant champion because he never lost the title and the fans weren't gonna let that part go no matter what.

He didn't need to win the rumble, he didn't even need to be in it. He just needs to be book credibly.
Bryan could/should have been in the title match after reigns won the rumble and everything would have been fine. Or have him & reigns have a hard fought battle as the last 2.
If Bryan was gift wrapped a feud with say Sting, nobody would care about him/reigns conflict. It's not about the title, it's about the lack of respect they show for him
