i also forgot nazareth and salute. there's probably only 5 tracks that weren't good or better.
damn, i forgot the document as well. you can't make pwowr into one disk and not leave out a great track.
Personally, I think All Eyez on Me (my favorite double album) is fine the way it is. The only song that could be considered "filler" on the entire album is What'z Ya Phone # and maybe... What defines "filler" again?

This sequencing details his life from his birth and being propelled into a situation where it's "on him" to "step up" and provide for himself, which leads to a dangerous gangbanging lifestyle, where all of it is "just another day". But he still "gang bangs anyway", and might even bang the whole "summertime", even though it's destroying "the ghetto" around him and endangering the life given to him "from adam", until he realizes the futility of a gangbanging lifestyle and that he's running in "circles". He then chases a rap career, drawing influences from all types of rappers and places, hence the tribute songs "Documentary 2" and "NY, NY". He becomes a father, which changes his perspective on "life", and also becomes a rap superstar who was "made in America" with just a "dollar and a dream", and can now reminisce on his old ways and his past life
