When people say 90s sound, I think they mean more figuratively than literal...meaning they want that 90s attitude. That devil may care, true school to who you are as an artist, social consciousness, ext, rather than this finger suckin, south biting, molly poppin, industry type of rapper.
Considering hip hop was at its most financially lucrative when NY artists were poppin, your claims that those who "financially support the music" are hostile to the region is a shaky argument. If you havent noticed, outside of a handful of artists, a lot of cats are struggling to make noise, and sell records. Its not like all these coasts are bubbling with successful artists, with NY playing the rear. The artform is clearly in a transitory phase, after the south dumb down.
