The Helmand river runs from the mountains west of Kabul through the entire country and ultimately to Iran's Sistan province where it feeds into a lake that regularly dries out. Sistan province is currently experiencing a drought and Iran accuses the Taliban of constructing new dams on the river and diverting the water. The Taliban claim that Afghanistan is also experiencing a drought. Iran denies that is the case.

Iranians look at Afghans the way cacs look at black people in the US and treat them like dirt. In addition, Taliban are sunni and iranians are shia. But I think this is mostly over a recent confrontation at the border over access to water.
