I think 13 is too young. Coming from someone who lost his virginity at 18 to a 36 year old (which was wonderful. What I feel the big divide in regarding younger boys-older women and younger girls-older men is that we, as men can completely understand and relate to the ravenous urge of boys going through puberty to have sex. For most of us, between the ages of 15-18 sex is on our mind almost 24/7, and almost 98% of us would JUMP at the chance to be having sex with an older hot woman. So we don't see it as a "bad" thing for other younger boys to be experiencing what we were fantasizing and having wet dreams about when we were their age. But I think there should be a cut off between a 13 year old who is JUST coming into his sexuality and learning about women, dating, and relationships. Really it shouldn't be happening at all between students and those who are supposed to be guiding them in their education, because there is a level of trust there that the elder teacher will only be doing what is in the child's best interest.

When I was 21 I worked as a math tutor for a program called GEAR up at Olive Vista Middle School in Los Angeles.
