In Toronto (well Canada), there's guidance that non essential travel should be avoided (ie. Vacations out of country). This is heavily promoted and supported by the elected officials

Over Christmas holidays, a few politicians were identified as travelling abroad for sunny destination vacations; some lost their jobs because of the optics
