This is where his scientific ignorance comes into play.
He is talking about taking the waste from fission, and refolding it (fusion) back into its original form. Not knowing that you can't take elements beyond Iron and fuse them without using more energy than what you would gain from it. That is why stars lifecycles start to end because of Iron forming in the core. Uranium comes from stars massive enough to go Supernova. This guys is talking about doing something that requires the might of a supermassive star exploding to do (Supernova), and he is saying "It would be easy to do".
