A savvy/protected politician could actually propose this in a state. It's interesting to me that Georgia has such a high black population but something like this isn't on the books. No state taxes if you've identified as black for at least 3 generations based on government records, and every tax season you're guaranteed a 2k benefit.
"b-b-b-but how will the state pay for iiiiit" raise taxes on anyone making more than 2m a year and raise taxes on any assets they own valued at over 1m. You're exempt if you've paid union dues and belong to a labor union. Most millionaires hate unions, so they'll be forced to either join/encourage workers to make one or they'll pay the tax which the state will use to fund reparations for middle and working class black americans.
Don't sit on your hands waiting for the federal government to act when your state has as much power as it does.

Canada does this with the Indigenous/Native population. They get "status" cards and don't pay taxes on anything.
