I mean honestly, Turkey has let all these foreign fighters just roll through its border like swiss cheese so that Assad could be overthrown. There's pictures of Turkish military forces at the border with Syria just looking on as these guys go across the border.
The guys suspected of doing the bombing are from Russia, Kyrgyzstan and Uzbekistan. These guys from the caucuses are the reason why Russia did their work in Syria so they could get rid of them there rather than in their backyard.
