Not at all...some of the names you listed were buried in mid card before they got a chance..test was one of those cats that deserved that chance...esp after that feud

First, it was HHH that buried him. Then a few years later, it was Markforhimself.

They had another chance to possibly elevate him during his feud with Taker in 2002, but instead of letting a dude get a solid win with a group that was getting hot, they had Taker completely negate all the Un-Americans' interference in that match and still beat Test

Just to be real, Taker and Kane at that point were basically high-end midcarders though I never that thought could be a main eventer, the '99 he was extremely over enough to possibly be elevated, and HHH nuked it. He was still very popular with the fans in in the Hardcore division, but when he turned heel and paired with Albert and Trish, he basically floundered for 2 and a half years. They had another just to elevate him in heel status, and Taker nuked that and the entire Un-Americans stable. The Steiner feud was hilarious, but Steiner was a shell of himself midcarder at that point as well, and Test was getting boo'd the shyt out of then. The fans were very much behind him at certain points in his career. 99 was basically his apex as a face.

The Steiner and Test feud was classic fukkery galore

They definitely fukked up the chance to at least make an upper mid-card star when they basically cut his balls off in the HHH feud. If they would've did a proper feud and still could've had Steph turn on Test, then have Test win in a blowoff match in a last man standing match or a street fight that would've solidified dude. He was right on the cusp and then they just treated him like an afterthought.
