How have outreaches into the Hispanic community negatively affected the black vote for the Democratic candidate? The link you replied to said they have 97 percent of the vote. Even if they could boost turnout by ignoring messicans that wouldn't be enough to win now, and as blacks share of the population goes down it won't be enough to win later.
