Like one of the commenters noted, meaningless publicity stunt. This isn't a new kind of device for 1 (small minisubs and underwater jets have been around for decades) and 2nd, even if it was new it wouldn't be there in time. They've already rescued 4 kids.

He entered the effort long before they knew that they were suddenly going to run the rescue now. Back then they were talking about maybe waiting four months.
And four kids are out, but you don't know what will happen. It would be silly to stop anything on his end until all the kids are our.
He does tweet too much though. The first tweets were helpful because they get public dialogue/thought going regarding alternatives when people were talking like there were no good alternatives, but he does like the publicity at the same time too.

I don't know if they'll be able to use it in this rescue, but it's damn impressive.
