Starks and Armstrong played pretty well for the east, they won that game because Pippen, Price, and Ewing all had 20+ points. Pippen dominated that game from what I remember, I was only 9 when that happened so my memory is a little vague.
Stats from the 93-94 season:
John Starks:
19 PPG, 6 APG, 3 RPG, 2 SPG
Mookie Blaylock:
14 PPG, 10 APG, 5 RPG, 2.5 SPG
B.J. Armstrong:
15 PPG, 4 APG, 2 RPG
Charles Oakley:
12 PPG, 12 RPG, 3 APG
So out of those players I would probably say B.J. Armstrong and Oakley shouldn't have made the squad, but Starks and Blaylock are deserving. Starks was the only legitimate help that Ewing ever had and the Knicks were 34-13 at that point. Mookie Blaylock had solid stats and the Hawks won the eastern conference in the regular season...I don't think you can legitimately dismiss their appearances that season. Kyle Korver made it last year because of similar factors, he was shooting a ridiculous 50-50-90 the first half of the season and the hawks were rolling.
A couple of things to consider for B.J. Armstrong and Oakley.
B.J. Armstrong was asked to carry much more of the load that season because Jordan stepped away and that team with Pippen finished 55-27 which was only 2 games behind the Knicks and Hawks in the East.
Charles Oakley made first team-all defense in a big dominated era, although I would argue that Anthony Mason did a better job against bigs down low.
