I think Maryland is on the list because of the Government jobs..
The reason why Baltimore seems separate from MD is because Baltimore is considered an "independent city".

That has nothing to do with it. The counties around DC has close ties to that city. Southern MD and the Eastern Shore are like being in the Carolinas or southeast VA. Western MD is either in or close to the mountains and is a bunch of hillbillies.
Maybe thats because MD is like literally on the border of the Dixie line...

The Baltimore area has a different culture from the rest of the state which is crazy cuz the state is so small

what group is? if you mean live together in solid communities, the only one I can tell is Cali and MD which have upper class black neighborhoods.
I went to a conference while in college and they had kids from the University of Alaska attend. Half of those kids were black. I was amazed.
Once of the guys from the group told me, there is money to be made in Alaska and black folks do live there. He said he actually enjoyed it and never wanted to go back home.

Im trying to make it to Marietta. Gotta get my EE experience up in middle GA first. hopefully I can transfer to the AFB in Marietta after I get my masters
