It was never about setting up Penguin to be the big bad. Reeves wanted TV shows to explore more of his Gotham. There was supposed to be a HBO show about the police department but it reportedly got reworked into a show about Arkham.

I’m fine with Penguin showing up in 2-3 scenes like the last movie.

No one mentioned anything about Penguin being the big bad. Nikkas just want some followup appropriate to the impact of the events in the show. Otherwise what was the purpose of the show?

To explore more of Gotham. Reeves said when doing the first one he talked to the studio about the sequel showing Penguin's rise to power and the response was turn that into a show.

The followup is Penguin being the top crime boss in the city now, with a major politician in his back pocket. We also got another easter egg for Court of Owls.

Colin said Penguin is in 5-6 scenes in the sequel, which is more than the first movie.

We know Sofia is in Arkham with Joker and Penguin and that Selina has reached out to her. Maybe she shows up in another show or the third movie, maybe she doesn't.

The fact Reeves is so realism over fantasy I don't even want the Court anymore. I hope this the last one so we can go full Batman TAS

I still want 'Court of Owls' I just copped the DC compact of it recently. That has to be done on screen at some point and Reeves would be a great director to do it. But either way I'm intrigued.
