I believe so.

I think I posted this in the thread, but to me it seemed like they wanted to wrap it up in 3 and FX said, "Nah, show is getting us too much love, we need y'all to stretch this out another season" and the writers had to do a bunch of "filler" to stretch things out.

There are some great individual episodes in 3, but for the season, felt like the wheels were just spinning in place. Nothing really happened to progress any of the stories.
