lol, it's from Daizenshuu 7. As official as you can get when it comes to Dragonball info. Those numbers you posted remind me of the ones I saw on some random angelfire dbz site like 10 years ago.
It's in french because it was only released in France, Japan and Spain and I guess these were the only scans out.

If you think about it, the saiyan race didn't start w/ Goku & Vegeta. When Goku had Gohan, Goku was weak as shyt. I think his power level was under 1,000, yet Gohan was 2x - 3x stronger than his father( Although he didn't know how to tap into his power )
Then look @ Goten, he was trained by Chi Chi!!! If the pure saiyan race was getting stronger @ the rate of the half-saiyans, they would of been killed Freiza. At the rate the half-saiyans were going, the next generation would of been SSJ2's inside the womb..lol Also if you look at the triggers of going Super Saiyan( its usually something emotional ) half-Saiyans were more emotional.
Just to add, if we go by the powers of the parent at the time of birth of the kid to gauge their powers, Pan would of been a lot stronger, but she was just a quarter saiyan...lol

it doesnt it's like i said it's because their fathers were stronger that's why trunks & goten got to do it so quickly that emotional shyt is just some human bullshyt they added to the show look at gohan nikka took forever WHY because goku couldnt go SS yet when gohan was born so of course his offspring wouldnt be able to do it at a young age
