On Feb 17th, twelve days before the show, they were at 27k sold. So it makes sense to assume that Rock's return and angle with Cody was the thing that made tickets jump to 38k because he showed up on Feb 22.

I think the Skydome holds like 40k so for a wrestling show I could've held 45k max with a minimal entrance. I don't think WWE expected that kind of number.

Even after renovations the Skydome can hold 55K for concerts if the staging is minimal. They didn't have a grandiose setup for 'Elimination Chamber' from what I recall. The setup used by WrestleTix and the like is always based on what sections are currently available. Once everything appears to be sold then they start opening up new sections. There's no telling what they expected but whatever it was, Ari was not happy with the number, he called The Rock and it got the ball rolling.

Of course not I will say the only classic Cena/Orton moment I’ve seen was the fukkery RAW ending where , , Punk, Stephanie, etc. were tearing shyt up with their finishers. I think it was around the time they were trying to de-push Danielson
