The problem is that Hikuleo doesn't really have much appeal or purpose outside of being Tama Tanga an Tanga Loa's brother. Since the two have them haven't been healthy at the same time since November, he's stuck in limbo.
Honestly wouldn't be surprised if them not being able to have all three of them available at the same time contributed heavily to Cobb getting brought in.
