If they had any more than that, somebody would be charged with it.

The prosecution mentioned there were fire reports for the car bombing when they first filed the charges. It’s not just hearsay.

They could have evidence and if the prosecution does not feel that it is enough to convince a jury BEYOND A REASONABLE DOUBT that he is guilty, they would not bother charging him with it. A fire/police report is not enough to link the actual crime back to an individual. Because the preponderance of evidence is not the burden of proof in a criminal court.
