They don't know how to book a stable because they usually get mid-carders with no real leader who you can take serious. And they don't keep them together long enough either and they usually book them weak. A stable is supposed to dominate and take over for months until they are finally overtaken. Not put together and jobbed out the next pay per view.
I used to think this to but once you realize the WWE is petrified of anyone on the undercard overshadowing the main event you realize it doesn't matter how many legitimate tag teams you have or what needs to be done to make the intercontinental title relevant again.
They need to keep teams together longer. I'm talking years. How long was Double A, Rick Flairs wing man. Like 20 years?
There's no reason that Legacy isn't still together. It would continue to make Orton look like a boss and provide a role for Cody and Dibiase. That way, when the Shield was giving Orton that work, those two could've made a run in and felt relevent. And who knows, they might actually get over.
