what i dont get is why they just give away ppvs if you buy the network. Theyre just throwing away money. it should have been a discounted rate instead

Part of the reason Indy was dead was because the show as bleh, but the bigger reason is that they've completely saturated the market here. WWE has done the Indy/Evansville/Ft. Wayne loop 3 times this year already, plus two NXT shows. As recently as last month.

Or just put on a better show :yeshrug:

Or they could just, you know, not have a "PPV" every god damn month :ld:

Revolutionary ideas :ohhh:

To answer OP, I think they'll have better arenas next year, these last two exclusive PPVs were originally house shows that got upgraded.

I think it has something to do with the PPV companies taking half the profit.

They figure they can make more from getting 10 dollars every month than if they sold PPVs.

WWE’s Handing Out Letter Grades To The Cities They Visit. Where Does Your Hometown Rank?

The important part:

So they do have an internal ranking system, but it's based on attendance instead of "hot crowds".
Sidenote: I was watching RVD's debut in the WWF a couple of weeks ago. That Monday Night Raw was hosted in Newark, DE. Fast forward 2 decades and Delaware is C grade house show territory :bryan: which is why I'd never attend one of those shows.

Brooklyn and Manhattan both got A's :obama:
