The heat you generate has to transfer over to a face and help them get more over to truly be the best heel, Vince did that with Austin so i'd say him before I said Steph
Stephanie is one of the worst heels because no one has truly benefited from her heat. She does heelish things but there's never a payoff. The people who get to put her down are either people who are about to leave like Vickie Guerrero or people who we'll never see again like Ronda Rousey.

Walked into many a backwater territory, shyt on the local crowd, shyt on a halfway over face, walked out of a match/fight with said face 3 minutes into it, face instantly over.
