They called them "pirates" before they saw them trying to blow up the trucks with thermal detonators.
But since they were trying to blow up the trucks and not hijack them, they probably weren't pirates at all. Probably just natives trying to kick the Imperial Remnant off the planet. Mando was killing the good guys

This episode did more to humanize storm troopers and imperial henchmen/lower levels than anything I’ve seen on the big screen.They really hitting their stride. I’m just glad they finally are writing the wrongs of the sequel. This is so well done
