Or how bout they make the lottery merit based and reward teams that have made the best of their situation...PHX for example.

Or they can have each team submit proposals for the top pick and breakdown what they would do with the top pick and how they would build around that player. And have the top pick awarded to the team with the best proposal. (That literally just popped into my head. And i am well aware of the variety of issues with that idea but its better than rewarding squads based on what they did 5, 10, 15, 20 years ago. )

speak for yourself. The new CBA was one of the best things to happen. The NBA was turning into soccer had it not been for that. Your favorite team players team is going to suck for a while, the celtics, the bulls are going to suck for a while, deal with it
