When lane assignments are given, is it random or do people have choices?

we talk about a wall that you hit when you run the 400. Its basically when you run ooutta gas and you start to slow down. This is usually in between 275-325 meters. When you make the last turn to the final 100, that shyt looks like a mile. .So to have to work even harder to get to that dead zone(275-325m) is a death wish
