It's environment + nurture. Jamaica, sprinting is the national sport and USA has all the facilities. If West African countries cared as much about athletics like usa,jamaica... you would see more athletic freaks like Andre Igoudala, Pops Mensa Bonsu... who's ancestors didn't experience slavery. Just like the Kenyans and Ethiopians dominate due to there environment.
