it can be given to both but usually its earned through experience, ala a slow carl lewis who didnt even make the us team 100m for Barcelona running the anchor leg, or asafa powell in beijing even though bolt was faster.

even in swimming, remember that relay race with phelps? a old man jason lezak swam anchor. however this olympics phelps swam the anchor in the 4x200
angelo taylor although old has 3 olympic gold medals, and has run the 400m under 44 seconds, he has run though 3 races (heat, semis, finals) for 400m hurdles and so he was probably drained he did his best, he only lost by a second.
