I know the rule the question is why is it in place. The final should include the best competitors regardless of what nation.
Because they obviously want to pit nations against nations in the finals, not 4 from the US, 4 from China etc. against each other, that's for qualifying rounds.
They have similar rules in other competitions, sometimes it's the top 2 to the round or the top 4 that can qualify for the next rounds or finals.

Yep....She messed up on each event and they are saying she was "grossly underscored" however, the other two only messed up on one event between the two of them and they are being treated like Timothy Bradley.
