I really like it at 4 (6 if expansion is needed), it sounds elitist but I think the fact that it's 4 makes it all the more important.

Boise, UH, Army, etc. don’t seem to have a problem with credible OOC scheduling.
Right, they don't. They've gotten built up name recognition/credibility for years of excellence (in the case of Boise, an opponent that is expectedly good at the time of scheduling). Houston offers regional interest and recruiting visibility for their usual OOC opponents.
When I see one of these big boys on blue turf, I'll believe the scheduling for P5ers is done without a bunch of politicking going on.
