Why does it seem like Oklahoma always sucks on defense

I don't get it either. Is the difference between B12 defenses and the SEC/B1G/Oregon and USC just a recruiting gap? Or is it coaching too? Year after year, the SEC and OSU show how important defense is to not having a disappointing season, but it seems like Oklahoma refuses to accept the reality.
