honestly im not sure, I suggest calling your ISP, especially if you are on a Tier 1 network (comcast, time warner, verizon, etc). otherwise, I would probably assume your network is being throttled (if you have a data cap)
doing that allows network traffic to pass through unobstructed from the PS4 through the router/modem.
