You gotta be dealing with trash snipers who are probably prone 90% of the time. There's no reason they should be allowing themselves to die from multiple rounds at distance, even from another sniper.

3 shot kill at any range to snipers doesn't matter if they are prone or not most people run infantry variants on that map by far the easiest versions to use anyway
