Yes they are...but they only require you to do a mandatory defense once every 9 months:
In Brook's case, come March, it will already be his 3rd mandatory defense in 12 months while the IBF rule only requires 1 defense in that same time period.
He's hiding out with the belt overseas

The sad thing is, I do think Brook has the ability to be competitive with any of the top welterweights, but we'll never know because he's content to hide out in the UK and fight truck drivers and day labourers. It's a damn shame.
hes not content to do that tho. hes retiring at the end of this year if he doesnt get a big fight. and they are forced mandatories. hes not floyd he cant just decide who he fights and everyone will accept. hes too good and isnt a draw in america hence why the american so called champs wont go near him. i domt know why you think its brooks fault. modern american boxing is about making the most money for the least amount of work. no american fighter will touch kell brook when they can all take it in turns to fight robert guerrero for millions.

no brooks not content doing that. every time he gets interviewed he voices his displeasure with the situation. you keep bringing that ibf rule put as if the ibf give a fukk about that. they dont want brok champion period so they are breaking their own rules giving him pathetic mandatories in the hope that he drops the belt. the ibf makes a lot more money if one of the more well known american champs has the belt. this is common sense.
