@Newzz cause we talked about this today and others as well
My rankings I just did it
Main order is RESUMES in the current weight class, that's Jezreel is first in SFW for example and not Loma (Walters didn't do anything in 130 and Roman is also not as good as a win as Uchiyama) and that's also why I didn't include guys like Farmer yet who look great but didn't beat that big of names as some other fighters in their division.
Inactivity: If a fighter hasn't fought since 2015 I didn't include them (Tyson Fury for example) except if they have a fight coming up I know about (Wladimir Klitschko), maybe there are exceptions those must be accidental and sorry about them, hard to keep it 100% consistent with 100 fighters. If a fighter was fairly inactive but I had hi high before and He came back since looking as his old self then I wasn't strict.
Fighters who lost on controversial/close fights to top 7-8 opponents --> I usually included them too on the 10 list.
Controversial decisions --> I usually respected the official decision
Fighters who lost to opponents they supposed to lose on the first place didn't drop that much
Fighters who fought in the last year but they will move up on their next fight (Broner, Jack) are still included in their old division until their next fight will pass.
As I said I guess it's not 100% consistent, no list is that cause there are too many things to pay attention for when making them but I think they are fairly consistent.

ps: The last 4-5 places in 140 was a real struggle
EDIT: I replace Avenesyan with Manyuchi
