I wouldn't be surprised if the guys at BGS are planning on incorporating this for hammerfell, Todd Howard has mentioned how this will be the "ultimate fantasy simulator"

I expect a vocal chunk of the fan base to make unfavorable comparisons to Skyrim based on the setting alone.
