The ball, on average, is only actually in play for around 60 minutes. If you introduce a stop clock you would have to reduce the game to 60 minutes because otherwise players would be absolutely dead after every game.

It already means the players are having to play more mins... they could at least know how many minutes are left. It's been a problem for decades - this has just made it farcical.

Yes, but it's not simply that time is being added to account for someone kicking the ball out of bounds. It's because teams for decades have been incentivized to feign injury/slow walk subs/delay the game when they are in the lead which erodes actual competitive playing time. That's on top of actual injuries and goal celebrations

In the England-Iran match, there were 24 minutes of added time because there were two concussion-related injuries and eight goals and 10 substitutions. The match lasted close to an astonishing 117 minutes.

Pierluigi Collina, head of FIFA’s referees’ committee, confirmed in a pre-tournament briefing that the fourth officials have been instructed to keep track of lost time during the match.

“In Russia, we tried to be more accurate in compensating for time lost during games and that’s why you saw six, seven or even eight minutes added on,” said Collina. “Think about it: if you have three goals in a half, you’ll probably lose four or five minutes in total to celebrations and the restart.”

If they're going to account for everything, they might as well use a stop clock. Holding a board up saying 9 mins and then playing whatever the ref feels like on top of that 9 is going to cause a riot sooner or later.

It works perfectly fine for rugby and that has way more stoppages than football.

It's not whatever the ref feels like.
If stoppages happen during stoppage time, you have to account for that also.


Simple rule of math is just double whatever you're accustomed to. If it feels like 3, make it 6 or 7.
