The ball being out of play includes injuries, treatment - it's not just about throw-ins and goals. That's why I said out of play, not out of bounds.

If they're going to account for everything, they might as well use a stop clock. Holding a board up saying 9 mins and then playing whatever the ref feels like on top of that 9 is going to cause a riot sooner or later.

It works perfectly fine for rugby and that has way more stoppages than football.
A stopwatch feels too much like the MLS if they do that though lol.

But yeah, I think injury time is an art more than a science. I think it should remain as it is today where the ref has the discretion to allow play to extend if the losing team is in the final 3rd and primed for scoring. This would not be possible with the stopwatch approach. Also, I think that the ref should be allowed to go beyond the stated injury time if there is an additional injury or blatant time wasting. This also would not be possible with the stopwatch approach :yeshrug:
