Saudi Al-Arabiya reports it has obtained details of Trump's 21-point plan to end the war in Gaza. The plan somewhat differs from earlier reporting by CNN.
According to Al-Arabiya, Trump's plan is conditional on ending Hamas rule in Gaza. The plan calls for an immediate end to the war and the release of all the hostages, in exchange for the release of thousands of Palestinian security prisoners, including 100-200 who are serving life sentences.
Under the U.S. proposal, Israeli forces will gradually withdraw from Gaza, with a deadline set, after which a security perimeter of 500-1,000 will be established around the Gaza Strip.
The Trump plan also includes providing Hamas leaders amnesty in exchange for their exile from Gaza and handing over their weapons, which would be collected by an international-Arab force within a specified period.
The plan also calls for the closure of the Gaza Humanitarian Foundation, and allowing the immediate and unrestricted entry of humanitarian aid via the UN and international organizations.
The Trump plan also stipulates the formation of a Palestinian committee to manage the Strip's affairs, to be selected by the Palestinian Authority, while an Arab-international body will temporarily form the Strip's administration at the invitation of PA.
According to Al-Arabiya, the proposal includes entrusting the PA with the administration of governance in Gaza after a specified period. Palestinian forces will enforce security in Gaza under Arab and international supervision.
Reconstruction of Gaza, with Arab and international funds, is expected to take more than five years, and will be managed by an international-Arab coalition.
The proposal also includes a call to resume direct peace negotiations between Israel and the Palestinians. The U.S. will provide assurances that Israel will not be allowed to annex the West Bank.
