Anytime it's a serious topic Mal always says "Again, we gotta _____. *insert the most cliche thing applicable with no real tangible goal*"
And the only way this changes is when young, hip rappers make these opiates uncool the same way PE and others made "Crack Is Wack" in the 80's. The same way Kodak Black recently made flokka completely uncool.
Old heads don't have the pull and have been preaching against the new generation so much that it falls on deaf ears. The kids sadly won't learn until they bump their heads more and see the consequences.
