The NFL wanting her to do the Superbowl is no secret. They offered for her to do it for this year's upcoming SB before Usher got it, she declined them. She also rejected them last year.

NFL doesnt pay for the halftime show. They use the "your payment is the promo you get from performing" stuff, which works on a majority of acts. But Swift is currently the top of the mountain and doesnt need the promo.
