Best bet if you trying to party hit the 605 and drive a bit down to Huntington Beach. Hermosa and Manhattan dont really have much of a Board walk. You gucci if you hit Venice or Santa Monica.

Make the drive to Venice then. Beach and pretty cool boardwalk.
Venice or Santa Monica if you've never been. It's worth the drive because they have a lot of things to do at both those spots. The others might be more picturesque but you'll get bored pretty quick.
