He knows he's due for a loss, but mentally can't handle that and knows it would take away all of his leverage. He's not scared of getting knocked out by Francis or hurt by Reyes, but he doesn't want to lose his credibility/legacy as the GOAT of MMA. Same reason Ronda Rousey never fought again. His legacy as GOAT is all he has after the failed drug tests and several new stars emerging after his lengthy suspensions. After the failed drug tests, the DUI's and the cancelled event, he's more or less outlived his use to the UFC.

He isn't, believe it or not, one of their biggest draws so a loss makes him disposable to them and ruins his marketability away from the UFC.
