Fedor is closer to Putin than Khabib and has been for many years. When he was criticized Kadyrov for holding children's fights, he was not just doing so as a fighter himself. He was a member of Russia's Ministry of Sport. He was literally a member of the Russian government pointing out a legal violation.

For someone like Putin, interests > "friends". Kadyrov keeping the mountain Muslims from getting too rowdy is far more important to him than anything an athlete could possibly provide.
