It's been like that for at least a decade if not 15+ years. Part of the reason Serena was dominant for so long.Women's Tennis is going through an age gap growing pain like Men's tennis was 4-5 years ago
There was a point where it was only Federer, Nadal, and Djokovic. And no one was able to challenge them at all. And the only ones that could was Wawrinka and 18 year olds who were no where near their prime lol
It's just a mishmash of players winning Slams or being in the Finals for a few years then falling off the face of the earth:

Serena never had a real rival like the men's side had with the Big 3 plus Murray, Stan and DelPo (shame he couldn't stay healthy).
Edit: Henin was probably it but she retired so early and nobody filled that void.
