After the ED-209 “glitch”, they put him in the front of the building. It was ready to blast and kill someone in 20 seconds for parking on private property 
The news reports and commercials are really good too.

At 8 years old all that blood and gore had me like
I've heard the sequels were trash. I liked them all when I was a kid. Rewatched them all a few months ago after playing the game. Soundtrack was the only good thing about any of them.
