you want your processor to not re-clock itself as high during load?..... not sure how'll you manage that.

I think it works the same with ivy bridge though. Or at least I thought so, with the power management and everything. I thought all 4 series worked the same, and I know nobody else has my CPU, I I figured I'd ask the 4770k people.

But yeah, I guess I mean voltage and reclock. It's not a big deal, but it just seems to jump up real quickly. I know that's what is giving me the performance increases, but 3.50 at 15% CPU seemed a bit extreme. I can live with it though

you would rather have it ready to jump than wait it to ramp up the clock slowly.
also 3.5ghz when you're at 15% cpu load isn't odd at all, considering the chip itself is 3.7(?)ghz at stock base frequency.

as far as voltage goes, you cant really regulate it from an user's standpoint; thats all up to the mobo and processor at a hardware level and the application(s) you're running at a software level.

Everybody with an overclocked Haswell, how do I make it not jump up in speed so quickly. It's at 1.18 at idle, but then goes up really quickly the more CPU I use (like 3.5 at 15%, which is a lot quicker than it did before the overclock). Is this just a side effect of overclocking, or is there something I can do about it?

It's a side effect of overclocking, nothing you can do about it, but long as it is stable you will be fine I see you said you had been running prime95 for over two hours stable. Thats a solid sign and good to see you have a great chip most haswell chips reach about 4.2-4.4ghz before not being stable no matter the voltage applied for it just the luck of the die on the chip.
But when overclocking your cpu will always ram up to it's overclocked voltage to remain stable, if it didn't due to settings your cpu would lock up and freeze or give you the bsod.

while your parents are sleeping, take the laptop and then start a fire in their home.

Grab the model number and let us know what it is.

It might need a ram upgrade and a possible ssd replacement (if its worth it)

ill grab the model no. as soon as I can get to it. I was starting to think the same thing as well though since I've scanned it several times and has no signs of a virus.
