I'm speaking in terms of a Skylake Celeron. Not a Celeron with the same socket as that one.
You can do a cheap 1150 build for $3-500, now. Parts going on sale every other day.

You gotta put it into context. XP was the current Windows OS at the time. That required a minimum of maybe 256 MB of RAM to install, and supported a MAX of 4 GB.
We came a long way with 64-bit.

I'm feeling like its time to finally put this 7 year old build to bed. Nothing's actually wrong with it per se...I'd just like to get with the times and actually play some games that aren't retro on this motherfukker again. 
I'm thinking about setting aside $1500 for a new build, and I doubt I'd be using all of that and anything more is robbery....or have PC components become even more expensive over the years?
I need a new mobo, psu, ram (I want 16GB...maybe even 32 to be ignant), video card (I hear the 980 is king right now but inform me brehs), 1 or 2 big hard drives (ssd is preferred), and a mid-tower case to fit it all in. And I might as well go head and buy the OS too, but I'm conflicted on whether I should upgrade to 8 or 10, or just use 7 (I'm actually on Vista SP2

Go with Win 10. Get yourself i7 Skylake CPU, SSD SanDisk or Samsung, Asus mobo, Crucial DDR4, nvidia 980i
