My PC has been playing games at half the speed for some reason
Example: I have a 1070 gtx and that is more than enough to run Street fighter v, but all of a sudden it runs at 30fps
I ran a virus scan
I ran malwarebytes
Ccleaner
Uninstalled and cleaned installed the driver
Ran checkdisk
Nothing

I've first noticed it while playing Arkham Knight (yeah, I know lol) the game runs perfectly fine, around 60s or so. All of a sudden it dipped down below 30-20s
Tried SF V and the new doom and both are not running anywhere near the average FPS I used to get
I'll check those settings you've mentioned, but shouldn't they have gone back to default settings after a clean install of the driver?
Also, I used windows defender, would i have gotten better results from another antivirus program?

The "toughest" parts are the COY and connecting the front panel connectors on the board. After that it's pretty much legos.

best bet is to check the Task Manager/Resource Monitor to see if anything is using a lot of you memory or CPU. you also need to monitor your GPU to see if it's using it's full clock speed. MSI Afterburner (works with non-MSI cards) can help with that
This. I had an issue a couple of weeks ago where my 1080 was throttled down to less than 1200mhz. A simple reboot fixed the issue.
You might want to check whether your power saving settings in windows. Try setting it to "High Performance" if it's on "Balanced or "Power Saver".

I did find some settings that were off in nvidia control and my power setting was set to power saver even though I've never changed any of these settings
