Have you tried a different PCIe slot? Have you tried doing a fresh clean install of the nvidia drivers? Do you have a freesync monitor with it enabled by any chance?

He's probably getting artifacts. I suggest he tries the program "evga precision x" or "fur mark." Both those programs can definitively find out if he's artifacting or not. The problem is, those programs can be dangerous and card killing if he doesn't know what he's doing. Still, it's worth it in my opinion.

1060 way better than a 970. 1060 is more like a 980.

1060 is essentially a GTX 980. It's an upgrade from what u have.
Not to mention an extra 2.5 GB of GDDR5 and built on a newer architecture. (Maxwell to Pascal)

shyt has a 20 fps gain in some games fam. And it's a 6gb card so he's gonna be way better off.
